Abstract

Understanding what drives broad, system change is fundamental, associeties seek to adapt to challenges. We highlight the role thatpolicy entrepreneurs can play as catalysts of such change by linkingmicro-level strategies and broad, system change which remainsunderstudied. Applying a historical perspective, we analyse the adop-tion of social health insurance programs in India to identify the roleplayed by policy entrepreneurs in driving the adoption of theseprograms, even as broader structural and institutional factors estab-lished the context for policy change. Further analysis of this kindcould advance knowledge of what drives broad, system change inother areas.
