Abstract
Contemporary articles within travel and tourism emphasize the importance of development strategies on the national economy (Wu & Wu, 2018). To develop pathbreaking strategies, scenario planning is often considered valuable (Maani & Cavana, 2007; Thomas, Pigozzi, & Sambrook, 2005), as traditional planning tools are unlikely to give reliable forecasts (Makridakis & Gaba, 1998).
